Constitution
1. OBJECTIVES
- To find the club to represent the League in the Arena Junior Inter- League Swimming Competition. If a club qualifies to represent more than one League, that club shall represent the League for which they first qualify.
- To arrange galas so as to give the opportunity for the maximum number of different clubs to compete against each other.
2. THE ANNUAL GENERAL MEETING.
- The Milton Keynes and District Junior Swimming League shall be governed by an Executive Committee consisting of the Chairperson, Honorary Secretary, Honorary Treasurer and four elected persons one of which shall be from a second division club.
- The Election of Officers and Executive Members shall take place at the AGM to be held in February each year. The number of delegates with voting rights at the AGM shall be two members per club. Only paid up members shall be entitled to vote.
- The Executive Committee shall meet in December and additionally when required.
- In the event of any alterations being deemed necessary to the Constitution of the League including the Conditions of Competition, such alterations shall be made at the Annual General Meeting or at a Special General Meeting. Notice of Proposals for such alterations shall be sent to the Hon. Secretary 14 days before an Annual General Meeting or Special General Meeting. No alterations to the Constitution or the Conditions of Competition shall be made unless carried by a simple majority of those voting. In the event of an equal number of votes the chairman will cast a deciding vote.
- A Special General Meeting may be called by the executive committee or at a request to the Hon. Secretary by the authorized officials of not less than three member clubs stating the business for which the meeting is required. The Hon. Secretary shall call the meeting not less than 28 days and not more than 3 months after receipt of the request.
3. MEMBERSHIP
- Membership shall be open to clubs affiliated to the ASA and subject to approval of membership. Applications for membership shall be made before or at the Annual General Meeting.
- ‘B’ and ‘C’ teams will be accepted into the league but ‘A’ teams will take preference on the waiting list. Membership will be open to clubs within a 40 mile radius of the City of Milton Keynes. Clubs outside this area may apply to join but must travel into the area for galas.
- Clubs wishing to join the League shall be placed on a waiting list in order of date of the written application. Preference will be given to such clubs over requests for additional teams from member clubs.
4. FINANCE
- Each team shall pay an annual subscription to be determined at the Annual General Meeting; This fee shall be paid to the League Treasurer by the 30th April in the year of competition. Failure to pay by the due date will incur a levy of 50% of the subscription due. Furthermore, if subscriptions are not paid by one clear week prior to the first round, the team/teams will be excluded from the competition until the arrears are cleared.
- The financial year shall run from 1 January to 31' December, accounts shall be prepared, examined and presented to the Annual General Meeting each year.
- The examiner/auditor for the coming year shall be appointed at the Annual General Meeting
- Each club shall be responsible for its own travelling expenses.
- Clubs hosting galas are invited to make a contribution to League funds.
- Teams failing to attend galas shall be liable to a fine of up to £200, Reasons for non-attendance at a gala shall be reported to the Hon. Secretary within 14 days who will then refer the reasons to the executive committee for disciplinary consideration
- In the event of the League ceasing to exist, no fluids or other property of the League shall be paid or distributed amongst the members of the league except as allowed by ASA law.
5 COMPLAINTS
- Where a protest or complaint arises, which is not provided for in the Constitution or the Conditions of Competition, it shall be determined by the Executive Committee. Any decision determined by the Executive Committee shall be referred to the next A.G.M. for approval. For the purposes of ASA law the Promoting Body shall be The Milton Keynes and District Junior Swimming League. The promoting club is the host club on the Night.
- The region shall be the region in which the offence is alleged to have been committed.

Conditions of Competition
11. GENERAL
- The Competition shall be swum in accordance with ASA law and ASA Technical rules.

13. AGES OF COMPETITORS
- ‘Age at dates’ for the ensuing season will be confirmed at the Annual General Meeting
- 9 year olds may only swim 2 events in their own age group;
- 10 and 11 year olds may compete in 3 individual Events -2 in their own age group and 1 in an upper age group
- 12 year olds may only swim in 2 events in their own Age group.
- There are no restrictions in relays, except for 9 year olds who shall be restricted to team races for 9 and 10 year olds
- A swimmer may only swim for one team in each round.
- Any club found guilty of contravening the rules shall have all points gained by that swimmer in his/her age group deleted from the clubs total points.
14. CLUB MEMBERSHIP
- Every swimmer participating in the Milton Keynes & District Junior Swimming League shall have joined the club he/she represents before the 1st June in the year of competition and prior to joining any other swimming club of which he/she is a member and which are also competing.
15. TEAM SHEETS
- All clubs must submit to the Hon. Secretary by the Ist June in the year of competition a list of members who will compete in the League, giving name and DOB. Failure to comply will incur a £50 fine.
- A full team list must be handed to the host club on the team sheet provided during the warm-up period. Team Changes are permitted providing the referee and recorders are informed.
16. COMPOSITION OF THE LEAGUE
- The League shall be divided into divisions with multiples of 5 or 6 teams so as to be as near equal numbers as possible.
- Three teams shall be promoted and relegated between adjacent divisions each year.
- The three relegated Teams shall be placed at the bottom of the division to which they are being relegated.
- In the event of there being a re-organization of the division the promotion and relegation shall be affected before the re-organization takes place.
- For teams to be promoted they must have competed in all rounds of the league competition.
17. COMPETITION ORGANISATION

Where there are 18 Teams
- Round One: The draw is made at the A.G.M. for each Division to establish Gala and Lane Draw sequentially; the first club picked being allocated Gala 1, Lane 1 and the final club being allocated Gala 3, lane 6.

Round Two :- The gala points gained in Round One decides the three galas in the following manner:-
- Gala 1: Teams with the highest number of points, 3rd highest, 5th, 7th, 9th and 11th.
- Gala 2: Teams with the 2nd highest number of points, 4th highest, 6th, 8th, 10th and 12th.
- Gala 3: The remaining teams participating.

Round Three:- The Galas in Round Three will be populated as follows:-
- Gala 1: Teams that were 1st, 2nd & 3rd in Galas 1 & 2 of Round Two; Teams to be Spearheaded.
- Gala 2: The 6 teams that were the next highest scoring teams in Round Two
- Gala 3: The remaining teams participating.

Gala Points: Points are allocated as follows:-
- Within each Event, 1st place = 6 pts, 2nd place = 5 pts, 3rd = 4 pts, 4th = 3 pts, 5th = 2 pts and 6th place = 1 pt.
- Gala positions are achieved by adding up all the points allocated. If teams tie on gala points the number of 1st places will be used to determine league points. if places are still equal, then use 2nd places and so on until a result is obtained.

League Points for 18 Teams: Points are allocated as follows:-
- Round One: 1st place = 6 pts, 2nd place = 5 pts, 3rd = 4 pts, 4th = 3 pts, 5th = 2 pts and 6th place = 1 pt plus a bonus of 5 points for all teams except those Swimming in Gala 3 of Round two.
- Round Two: 1st place = 6 pts, 2nd place = 5 pts, 3rd = 4 pts, 4th = 3 pts, 5th = 2 pts and 6th place = 1 pt plus a bonus of 10 points for the teams that swim in Gala 1 of Round Three.
- Round Three: For Gala 1, 1st place = 12 pts, 2nd place = 10 pts, 3rd = 8 pts, 4th = 6 pts, 5th = 4 pts and 6th place = 2 pts. For Galas 2 & 3, 1st place = 6 pts, 2nd place = 5 pts, 3rd = 4 pts, 4th = 3 pts, 5th = 2 pts and 6th place = 1 pt

Where there are 15 Teams
- Round One: The draw is made at the A.G.M. for each Division to establish Gala and Lane Draw sequentially; the first club picked being allocated Gala 1, Lane 1 and the final club being allocated Gala 3, lane 5.

Round Three:- The Galas in Round Three will be populated as follows:-
- Gala 1: Teams that were 1st and 2nd in Galas 1 & 2 of Round Two plus the 3rd Team in Galas 1 & 2 of Round Two with the higher number of points; Teams to be Spearheaded.
- Gala 2: The 5 teams that were the next highest scoring teams in Round Two
- Gala 3: The remaining teams participating.

- Within each Event, 1st place = 5 pts, 2nd place = 4 pts, 3rd = 3pts, 4th = 2 pts, and 5th = 1 pt.

- Round Two: 1st place = 5 pts, 2nd place = 4 pts, 3rd = 3 pts, 4th =2 pts, and 5th place = 1 pt plus a bonus of 10 points for the teams that swim in Gala 1 of Round Three.
- Round Three: For Gala 1, 1st place = 10 pts, 2nd place = 8 pts, 3rd = 6 pts, 4th = 4pts, and 5th = 2 pts For Galas 2 & 3, 1st place = 5 pts, 2nd place = 4 pts, 3rd = 3 pts, 4th = 2 pts, and 5th = 1 pt

- Round Two: As for Round One plus a bonus of 5 points for the teams that swim in Gala 1 of Round Three.
- Round Three: For Gala 1, 1st place = 12 pts, 2nd place = 10 pts, 3rd = 8 pts, 4th = 6pts, 5th = 4 pts and 6th = 2 pts. For Gala 2,, 1st place = 6 pts, 2nd place = 5 pts, 3rd = 4 pts, 4th = 3 pts,, 5th = 2 pts and 6th =1 pt.
18. PLACINGS
- When swimmers/teams are judged to finish in a dead heat, the relative gala points shall be added together and divided by the number of swimmers/teams concerned.

To determine placings if teams tie on either gala or league points:-
- Round I. The number of 1st places will be taken into account, then if necessary the number of 2nd places and so on until a result is obtained.
- Round 2. The total number of gala points from galas 1 & 2 will determine placings.
- Round 3. The total number of gala points from galas 1, 2, and 3 will determine placings. In all cases if there is a tie on Total gala points, the number of 1st places will be taken into account, then if equal the number of 2nd places and so on to obtain a result.
19. RESULTS OF GALAS
- The Hon. Secretary will notify the clubs of the venues of each round at least 14 days before the gala date, and keep all clubs informed of gala results and league tables as each round progresses. The Hon Secretary will conduct the Draw for round 2 & 3. Gala One Round Three will be spearheaded.
- One of the competing clubs shall be nominated Host Club, and will be responsible for informing competing clubs of the time of warm-up and start time, also including a location map of the pool.
- All galas will commence as soon as is possible after 5-00pm. The host club shall act as the agent of the league, assuming the responsibilities for that gala.
- Admission is by programme, the price of which shall be determined at the A.G.M.
- The host club will arrange for the following officials from the County or District list to officiate at the gala:- 2 Referees, 2 Chief Timekeepers, Starter, Recorders and Door Stewards. When difficulty is found in obtaining these officials the host club should contact the Hon. Secretary for help.
- Each club shall be responsible for appointing two Timekeepers and one judge, two Team Managers and two Chaperones, no one else shall be permitted on the poolside.
- A chaperone may escort a competitor to the end of poo1, but must withdraw once the competitor comes under the Referees control on the start of the event.
20. COMPLETION OF GALAS
For a club to be considered as having competed in a gala it is necessary that such club be represented in a minimum of 65% of the total number of gala events. Should a club fail to attend a gala, or fail to compete in the requisite number of events then that club shall be deemed as to have "not competed" and the remaining competing clubs’ points will be reduced to 7/8th
